Project Monitoring Committee

 

Minutes of the Project Monitoring Committee Meeting held on 20th January 2010 in Áras an Chontae, Castlebar, at 11.00am.

1.         Minutes

 

The Minutes of the Project Monitoring Committee Meeting held on 25th November 2009 and already circulated, were agreed, having been proposed by Mr. Hynes and seconded by Mr. Tallott.

 

 

2.         Matters arising

 

It was proposed by Mr. Hynes, seconded by Mr. Roche and agreed that a letter be sent from the Committee to the former Chairman of the PMC, Mr. Des Mahon, thanking him for his contribution to the Committee since its inception.

 

 

3.         Water Quality – Carrowmore Lake

 

Mr. Walsh informed the meeting of the current position in relation to the water quality in Carowmore Lake, as set out in report and analysis results circulated to the members of the Committee – copy of which is available on the Mayo County Council website – www.mayococo.ie

Mr. Hynes informed the meeting that as no objections had been received,  Mayo County Council intends to approve the Proposals for a Revision of the Construction Phase Environmental Monitoring Plan for the Bellanaboy Bridge Gas Terminal – copy of which Proposals was circulated to the Committee.

 

4.         Updates

 

§  Roadworks/Transportation

In relation to roadworks/transportation, Mr. Walsh indicated that there are no works ongoing at present.

 

§  Bord na Móna

Mr. Cosgrove informed the meeting that there were no non-compliances, no complaints received or no incidents recorded in respect of the Srahmore Peat Repository – as set out in report circulated, copy of which is available on www.mayococo.ie     He also indicated that there are no Bord na Móna personnel employed on site.

 

 

5.         Update on Terminal

 

Mr. Costello informed the meeting of the current position in relation to construction operations (including pre-commissioning activities) together with the outlook from January 2010 onwards as set out in report on the Bellanaboy Bridge Site circulated to the Committee – copy of this report is available on www.mayococo.ie  

 

 

6.         Environmental Issues

 

Mr. Doyle outlined the position on environmental issues relating to dust, noise, vibration monitoring, traffic, fuel and water quality as set out in report circulated – copy of which is available on www.mayococo.ie  

 

 

Mr. Walsh indicated that the Council’s monitoring would have mirrored that as outlined by Mr. Doyle and pointed out that high aluminium levels detected in November/December 2009 resulted from high rainfall.  However, the aluminium levels returned rapidly to normal levels when rainfall decreased.

 

 

7.         Community Fund

 

Mr. Walsh indicated that all works have been completed on projects for which funding was allocated.

8.         Local Issues 

 

Following query from Mr. Roche regarding the upstream pipeline, Mr. Costello indicated that SEPIL will respond shortly to An Bord Pleanala on queries raised by the Board.

 

 

9.         Any other business

 

Mr. Costello informed the meeting that due to personnel changes at SEPIL, he will be replaced on the Project Monitoring Committee by Mr. Gerry Campbell, the new Project Director of the Corrib Gas Development, and Mr. Campbell will attend future meetings of the PMC.

 

 

It was agreed to hold the next meeting of the PMC on 10th March 2010 at 11.00am in Castlebar.
