Section 32 Transfer of Property

New duty on owners/ratepayers in relation to a transfer of property

 Section 32 of the Actplaces -

 ● An obligation on property owners, or their agents, to notify the Local Authority where an interest  

   in a rateable property is transferred and the person liable for rates changes.

 ● The person transferring the property, either the owner or occupier, must discharge all rates for

   which he/she is liable at the date of transfer.

Failure to notify Mayo County Council of a change in interest within 14 days of the transfer date, may result in a penalty for non-compliance in that, the owner becomes liable for an amount which is equivalent to the level of outstanding liabilities (up to a maximum of 2 years liability).

 This obligation comes into effect on 1st July, 2014

2. Local Authorities by virtue of their democratic mandate, make appointments to a range of Bodies. Mayo County Council makes appointments to the following Bodies:-

(a) Regional Health Forum, West;
(b) Mayo, Sligo and Leitrim Education and Training Board;
(c) County Mayo Heritage Forum;
(d) Mayo County Council Local Consultative Committee on Traveller
Accommodation;
(e) Association of Irish Local Government;
(f) Local Authority Members Association;
(g) Irish Public Bodies Mutual Insurance Company Limited, Dublin;
(h) Lough Corrib Navigation Trustees;
(i) Western Inter-County Railway Committee.

Appointments will also be made to other local and community organisations
- details are available on request.


3. At this Annual Meeting, the Council will consider the making of appointments
(Councillor and Non Councillor where appropriate) to these Bodies. It should
be noted, however, that appointments to some, under the relevant Statutory or
other provisions applicable or at the Council’s discretion, may fall to be
considered and made at a later date to the Annual Meeting.

A charge will be made for the attendance of the Fire Brigade for the year 2014 as follows:


Attendance at domestic chimney fire: €150.00

Attendance at all other domestic incidents
Rate per hour €750.00

Attendance at all other types of buildings and at
all incident types will be based on a rate per
fire appliance per hour. The rate for 2014 is €750.00


An invoice will be issued for the appropriate charge based on the above rates after the Fire Brigade has attended and the co-operation of all persons availing of this service in paying the invoice promptly is requested.

Mayo County Council would like to remind all persons who may on some occasions require the attention of the Fire Brigade that they should consult with their insurance company and satisfy themselves that they have adequate insurance cover to meet all fire brigade charges as outlined above.

Castlebar and Ballina Hub Town Funding

The Mayo Hub Towns of Castlebar and Ballina were each awarded an allocation of €1.4m from the ERDF Co-financed Grants Scheme through the BMW Regional Assembly. The Scheme was targeted at enhancing the attractiveness of the gateways and hub towns in the 13 County BMW Region as places to live, work and invest in.

Ballina received funding for the regeneration of Pearse Street and for the refurbishment of the Jackie Clarke Library and Archives.

Castlebar received funding for the town centre Regeneration Project and for the development of a River Walk as an amenity corridor. Works in both towns are now complete.

Mayo Frontrunner Socio-Economic Committee

The Government recently published a plan to reform Local Government – “Putting People First"
As part of this plan a Socio-Economic Committee (SEC) is to be established in each Local Authority area throughout the Country. These committees will replace the existing County Development Boards and will include representatives of Local Authorities and other state agencies, local development and community interests, civil society, economic and social partners. The SEC will be tasked with a broad range of responsibilities in the areas of Social, Economic and Local Community Development for the County.

New Driver Licensing Rules from 19th January 2013

From January 19th 2013 new EU rules relating to the licensing of drivers of some vehicles will be introduced. The changes will mostly apply to new drivers taking out either a learner permit or a full licence for the first time These changes mainly affect motor cycle and higher category licenses. . All Driving licences for higher categories will be limited to a maximum of 5 years. The most common licence held by Irish drivers is for a motorcar, a category B licence, and this is not going to change.

Applications for Driving Licences/permits received after 11th January 2013 will be subject to the new rules and will be issued after 19th January 2013.

Individuals, parties/groups etc., other than a registered political party, involved in political activity or other campaigning relating to the policy or functions of a local authority or other statutory body in which are vested functions in relation to local government must comply with certain requirements under the Local Elections (Disclosure of Donations and Expenditure) Act 1999, as amended. Such persons are described in the legislation as "third parties".
A summary of the responsibilities of Third Parties together with guidelines for Third Parties Concerning Donations for Political Purposes published by the Mayo Local Authorities are available for inspection and download on the County Council web site www.mayococo.ie/politicaldonations

The Mayo National Roads Design Office, in conjunction with Mayo County Council and the NRA, are holding a public information day on the Proposed Route for the N5 Westport to Turlough Road Project.

Information on the Proposed Route will be on display at the following locations, where staff from the Mayo National Roads Design Office and the Consulting Engineers will be available to answer questions.

Pursuant to the requirements of Section 179 of the Planning and Development Act, 2000 and Part 8 of the Planning and Development Regulations, 2001 as amended, notice is hereby given that Mayo County Council in partnership with Coiste Pobail Thuar Mhic Eadaigh proposes to carry out development, particulars of which are set out in the schedule hereunder.

Plans and particulars of the proposed development will be available for inspection or purchase, at a fee not exceeding the reasonable cost of making a copy, at the following office during normal opening hours from Tuesday the 29th May to Thursday 12th July 2012.

REVIEW OF MAYO COUNTY DEVELOPMENT PLAN 2008-2014 PLANNING & DEVELOPMENT ACTS 2000-2010 & PLANNING AND DEVELOPMENT REGULATIONS 2001-2011

In accordance with Section 11 of the Planning and Development Act 2000 as amended, and the Planning & Development (SEA) Regulations 2004 as amended, Mayo County Council hereby gives notice of its intention to review the Mayo County Development Plan 2008–2014 and prepare a new Development Plan.

As part of the review process, the planning authority intends to review the zoning of the area of the Development Plan for the purposes of developing objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the Development Plan and the Core Strategy, taking account of the statutory obligations of any local authority in the area and any relevant policies or objectives for the time being of the Government or of any Minister of the Government. This will include the incorporation of land use zoning and other objectives for the Key towns of Claremorris, Ballinrobe, Ballyhaunis, Swinford, Charlestown, Kiltimagh, Belmullet, Killala, Knock, Louisburgh and Newport within the County Development Plan.

Requests or proposals for zoning of particular land for any purposes will not be considered at this stage.

Planning and Development Acts 2000-2010 & Planning and Development Regulations 2001-2011 Proposed Amendment to Charlestown–Bellaghy Local Area Plan 2010–2016

Pursuant to Section 20 of the Planning and Development Act 2000 as amended, Mayo County Council hereby gives notice that it proposes, in conjunction with Sligo County Council, to amend the Charlestown –Bellaghy Local Area Plan.

The proposed amendment is intended to bring the Local Area Plan in line with the requirements of the Core Strategies of Mayo County Development Plan 2008-2014 and Sligo County Development Plan 2011–2017.

Following screening and consultation with prescribed environmental authorities, it has determined that the proposed amendment to the Charlestown–Bellaghy Local Area Plan is not likely to have significant effects on the environment. Therefore, Strategic Environmental Assessment (SEA) is not required.

Appropriate Assessment Screening has also been carried out on the proposed amendment.

Pursuant to Section 20 of the Planning and Development Act 2000 as amended, Mayo County Council hereby gives notice that it proposes to amend the above Local Area Plans.

The proposed amendment is intended to bring the Local Area Plans in line with the requirements of the Core Strategies of the County Development Plan 2008-2014.
