NOTICE OF RATE HAVING BEEN MADE
Notice is hereby given that Mayo County Council has made a Rate on Valuation on the property rateable in it’s administrative area.
The Rate on Valuation for the 12 months ending the 31st December 2013 is 68.76.
The Rate Books are now in my custody and may be inspected by any person affected thereby at the Rates Office, Mayo County Council, The Mall, Castlebar, during normal office hours. The said Rates will be payable from and after the publication of this notice.
Under Section 7(1) of the Local Government (Financial Provisions) Act, 1978, any person who is aggrieved at the failure of a Rating Authority to make them an allowance under the Act or who believes that they are entitled to a different allowance to that made to them, may, within two months of the date of the making of the rate, request in writing that the Rating Authority grant the appropriate allowance. In case the request is not complied with within 28 days, the person may, within four months of the date of the making of the rate, apply to the District Court to have the appropriate allowance made.
The above rate was made on the 19th March 2013.

The Register is available for public inspection at Post Offices, Garda Stations and Libraries in County Mayo. It may also be inspected at Mayo County Council Offices throughout the county, at Áras an Chontae, Castlebar and at the offices of the County Registrar, Courthouse, Castlebar during normal office hours.
The Register and all application forms are also available electronically and can be accessed using Mayo County Council’s Website www.mayococo.ie or www.checktheregister.ie.

New Driver Licensing Rules from 19th January 2013

From January 19th 2013 new EU rules relating to the licensing of drivers of some vehicles will be introduced. The changes will mostly apply to new drivers taking out either a learner permit or a full licence for the first time These changes mainly affect motor cycle and higher category licenses. . All Driving licences for higher categories will be limited to a maximum of 5 years. The most common licence held by Irish drivers is for a motorcar, a category B licence, and this is not going to change.
Applications for Driving Licences/permits received after 11th January 2013 will be subject to the new rules and will be issued after 19th January 2013.

Such persons are described in the legislation as "third parties".

Castlebar and Ballina Hub Town Funding
(General Council)
The Mayo Hub Towns of Castlebar and Ballina were each awarded an allocation of €1.4m from the ERDF Co-financed Grants Scheme through the BMW Regional Assembly. The Scheme was targeted at enhancing the attractiveness of the gateways and hub towns in the 13 County BMW Region as places to live, work and invest in.
Ballina received funding for the regeneration of Pearse Street and for the refurbishment of the Jackie Clarke Library and Archives.
Castlebar received funding for the town centre Regeneration Project and for the development of a River Walk as an amenity corridor. Works in both towns are now complete.

Information on the Proposed Route will be on display at the following locations, where staff from the Mayo National Roads Design Office and the Consulting Engineers will be available to answer questions.

In accordance with Section 11 of the Planning and Development Act 2000 as amended, and the Planning & Development (SEA) Regulations 2004 as amended, Mayo County Council hereby gives notice of its intention to review the Mayo County Development Plan 2008–2014 and prepare a new Development Plan.
As part of the review process, the planning authority intends to review the zoning of the area of the Development Plan for the purposes of developing objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the Development Plan and the Core Strategy, taking account of the statutory obligations of any local authority in the area and any relevant policies or objectives for the time being of the Government or of any Minister of the Government. This will include the incorporation of land use zoning and other objectives for the Key towns of Claremorris, Ballinrobe, Ballyhaunis, Swinford, Charlestown, Kiltimagh, Belmullet, Killala, Knock, Louisburgh and Newport within the County Development Plan.
Requests or proposals for zoning of particular land for any purposes will not be considered at this stage.

Pursuant to Section 20 of the Planning and Development Act 2000 as amended, Mayo County Council hereby gives notice that it proposes, in conjunction with Sligo County Council, to amend the Charlestown –Bellaghy Local Area Plan.
The proposed amendment is intended to bring the Local Area Plan in line with the requirements of the Core Strategies of Mayo County Development Plan 2008-2014 and Sligo County Development Plan 2011–2017.
Following screening and consultation with prescribed environmental authorities, it has determined that the proposed amendment to the Charlestown–Bellaghy Local Area Plan is not likely to have significant effects on the environment. Therefore, Strategic Environmental Assessment (SEA) is not required.
Appropriate Assessment Screening has also been carried out on the proposed amendment.

The Framework established will be related to the three Directorate Areas of Mayo County Council:
• North East Directorate, including Ballina Town Council.
• South East Directorate, including Castlebar Town Council

Section 179 of the Planning and Development Act, 2000
PART 8 OF THE PLANNING AND DEVELOPMENT REGULATIONS, 2001

Mayo County Council propose to realign and reconstruct a section of the N60 Castlebar to Claremorris Road at Manulla.
The project will involve the following works:
• The realignment and construction of approximately 1.785km of carriageway, to provide a carriageway width of 7.0 metres with 2 No hard strips of 0.5 metres (total width 8.0 metres) with 2 No 2.5 metre wide grass verges. The proposed scheme commences at the Ballina – Dublin Railway crossing and traverses south of the existing N60 for a distance of 1.4km and then rejoins the N60 for the final 0.385km in the townland of Rinnahulty
• Vehicles accessing the existing the N60 from the north will access the realigned section of new N60 carriageway by way of a new access road which will be constructed approximately 40m to the southeast of the existing L -1706-86 Local road. The existing L-1706-44 Local Road between the existing N60 and the realigned section of new N60 carriageway will be closed.
• Vehicles travelling from the south will access the new N60 carriageway via a new junction which will be constructed between the L1706-44 and the new N60 carriageway in the townland of Skiddernagh.
• The existing L-17068-0 junction with the existing N60 will be relocated 100m west. Residents will then access the realigned section of new N60 carriageway by way of the relocated L-1706-86 Local Road.
The works will be undertaken in the townlands of Manulla, Rinnahulty, Skiddernagh, and Creaghanboy.
Plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at the offices of Mayo County Council, Aras an Chontae, Castlebar between the hours of 10.00am and 4.00pm, Monday to Friday up to 8th July 2011.
Submissions or objections with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development will be situated may be made in writing to the undersigned on or before 4.00pm on Friday 22nd July 2011.

Lyme Disease Poster and Leaflet

Lyme disease (caused by the bacterium Borrelia burgdorferi)is spread by the bite of a tick. Ramblers, campers, mountainbikers, and people who work and walk in forested/grassy areas are at greatest risk of being bitten. The first symptom of Lyme disease is often a rash that can appear 3 to 30 days after the tick bite. Most cases are mild but occasionally a severe form can develop with heart and nervous system involvement.

Proposed Amendments to Traveller Accomodation Plan 2009-2013

Pursuant to Section 9 of the Housing (Traveller Accommodation) Act, 1998, Mayo County Council gives notice that it proposes to replace the Traveller Accommodation Plan 2005 – 2008, which was adopted on 11th April, 2005.
