Proposed Amendments/Material Alterations to the draft Mayo County Development Plan 2014-2020

Introduction

Proposed Amendments/Material Alterations to the draft Mayo County Development Plan 2014-2020 have been prepared and are available  for public inspection from Wednesday 15th Janurary 2014 until Thursday 13th February 2014 inclusive.  The Planning Authority determined that a Strategic Environmental Assessment and an Appropriate Assessment were required to be carried out as respects one or more than one of the proposed material alterations to the Draft Plan.

Making a Submission or Observation on the proposed amendments to the Draft Plan

Written submissions or observations with respect of the proposed amendments/material alterations to the Draft Plan and/or the accompanying reports should be clearly marked "Proposed Amendments to the Draft Mayo  County Development Plan 2014-2020" and addressed to:

Forward Planning Section, Mayo County Council, Aras an Chontae, The Mall, Castlebar, Co. Mayo.

Submissions or observations may also be made by e-mail to forwardplanning@mayococo.ie

All submissions or observations (including e-mails) must state the name and address of the person or relevant body or agency making the submissions or observations

All Submissions or Observations should be received not later than 5pm Thursday 13th February 2014

Viewing the Proposed Amendments to the Draft Plan

A copy of the proposed amendments to the Draft Mayo County Development Plan 2014-2020; and all associated reports will be available for public inspection at the following locations during normal opeing hours:

The Planning Office, Mayo County Council, Áras an Chontae, The Mall, Castlebar;

Ballina Civic Offices, Arran Place, Ballina;

Castlebar Town Council Offices, Marsh House, Castlebar;

Westport Civic Offices, Altamont Street, Westport;

Mayo County Council offices in Ballinrobe, Belmullet, Claremorris and Swinford.

The documents may also be viewed using free internet access at Mayo County Council's branch libraries at Achill, Ballina, Ballinrobe, Ballyhaunis, Belmullet, Castlebar, Charlestown, Claremorris, Crossmolina, Kilkelly, Kiltimagh, Louisburgh, Swinford and Westport.

Proposed Material Alterations to Proposed Variation No. 1 of Mayo County Development Plan 2014 - 2020

Proposed Material Alterations to Proposed Variation No 1. of the Mayo County Development Plan 2014-2020 have been prepared and are available for public inspection from Tuesday 12th May 2015 until Wednesday 10th June 2015 inclusive. The propsoed material alterations have been screened and the planning authority has determined that strategic environmental assessment (SEA) or an appropriate assessment (AA) are not required to be carried out as respects the proposed material alterations. Written submissions or observations with respect to the proposed material alterations and the SEA and AA Determinations made to the Planning Authority between Tuesday 12th May and Wednesday 10th June 2015 will be taken into account by the planning authority before the variation of the development plan is made. Submissions or observations (postal or by email) must include the name and address of the person making the submission or observation and, where relevant, the body or organisation represented and should be marked "Material Alterations-Variation No. 1 Mayo County Development Plan". Submissions that do not include a name and address will be deemed invalid. Submissions should be addressed to Forward Planning Section, Mayo County Council, Aras an Chontae, The Mall, Castlebar, Co. Mayo, or can be e-mailed to variationmcdp@mayococo.ie Submissions/observations must be received by 5.00pm Wednesday 10th June 2015

Proposed Variation No.1 to Mayo County Development Plan 2014-2020

Mayo County Council proposes to vary the Mayo County Development Plan 2014-2020 in accordance with Section 13 of the Planning and Development Act 2000, as amended. The proposed variation includes changes to Volumes 1, 2 and 3 of the Mayo County Development Plan including, inter alia, changes to the Ballinrobe and Charlestown Area Plans in Volume 1. The reasons for the proposed variation are to ensure that the Mayo County Development Plan 2014 – 2020 is in compliance with: (i) EU Environmental Directives and (ii) Ministerial Guidelines on Sustainable Rural Housing and Spatial Planning and National Roads issued under Section 28 of the Planning & Development Acts 2000-2013. Strategic Environmental Assessment (SEA) & Appropriate Assessment (AA) screening were undertaken in respect of the proposed variation. It has been determined that the proposed variation will not have significant effects on the environment and an environmental report is not required. The appropriate assessment screening has indicated that a full appropriate assessment is not required. The Proposed Variation along with the SEA and AA determinations are available for public inspection until Tuesday 9th September 2014. Please note that the Variation No.1 document shows only the relevant sections of the County Development Plan which it is proposed to change, not the entire Plan. Therefore it is advised that the Variation No.1 document is read in conjunction with the current Mayo County Development Plan 2014-2020. The Mayo County Development Plan was adopted on the 22nd April 2014. The Mayo County Development Plan consists of 4 Volumes and a number of Supporting Documents and Environmental Reports. Volume 1 of the Plan includes Area Plans with detailed land use zoning and other objectives for the towns of Ballinrobe, Ballyhaunis, Belmullet, Claremorris, Charlestown, Killala, Kiltimagh, Knock, Louisburgh, Newport and Swinford. Volumes 1-4 are listed below

Proposed Variation No. 2 of the Mayo County Development Plan 2014-2020

Mayo County Council proposes to vary the Mayo County Development Plan 2014-2020 in accordance with Section 13 of the Planning and Development Act 2000, as amended. The reasons for the Proposed Variation to the Plan are: 1.To incorporate the provisions of the Urban Regeneration and Housing Act 2015, with respect to the Vacant Site Levy and Urban Renewal and Regeneration into the Plans, through – (a) Inclusion of objectives for the development and renewal of designated areas, in need of residential development and regeneration, (b) Identification of such designated areas on maps in the respective Plans, (c) Integration of the revised requirements of Section 10(2)(h) of the Planning and Development Acts 2000 - 2015 (as amended under the Urban Regeneration and Housing Act 2015), relating to Urban Renewal and Regeneration, into the respective Development Plans and (d) Incorporation of consequential and other changes to the Plans arising from the Proposed Variation 2. To re-zone lands at the former Convent on Map CS1 of Claremorris Area Plan (in Mayo County Development Plan 2014 - 2020) from Community Services/Facilities to Residential Low Density Phase 1 in order to ensure proper planning and sustainable development of these lands. Strategic Environmental Assessment (SEA) & Appropriate Assessment (AA) screening were undertaken in respect of the proposed variation. It has been determined that the proposed variation will not have significant effects on the environment and an environmental report is not required. The appropriate assessment screening has indicated that a full appropriate assessment is not required. The Proposed Variation along with the SEA and AA determinations are available for public inspection until Thursday 24th November. Please note that the Variation No.2 document shows only the relevant sections of the County Development Plan which it is proposed to change, not the entire Plan. Therefore it is advised that the Variation No.2 document is read in conjunction with the current Mayo County Development Plan 2014-2020. Variation No. 1 to the Mayo County Development Plan was made on the 13th July 2015, to ensure compliance with EU Directives and Ministerial Guidelines. Variation No. 1 changed Volumes 1, 2 and 3 of the Mayo County Development Plan 2014-2020. No changes were made to Volume 4 as a result of Variation no. 1 Volumes 1-4 are listed below.
