WICKLOW COUNTY ARTS OFFICE & COUNTY WICKLOW FILM COMMISSION

WICKLOW COUNTY COUNCIL

CALL FOR WICKED FILM PROJECT PROPOSAL ENGAGING YOUNG PEOPLE

Brief - 2014

Closing Date: Wednesday 25th June @ 12 Noon

For enquires please contact Liz Kelly: lizculloty.45@gmail.com or liz.kelly@ul.ie

Wicklow County Arts Office and County Wicklow Film Commission would like to invite filmmaker/s working in any context to submit for a project opportunity to work with young people in CountyWicklow.  The successful filmmaker/s will propose a project model, which will work with young people either over a period of months or in a concentrated period of weeks within 2014. During this time the filmmaker/s will engage with young people in the experience of developing a film (group to be indicated in proposal) on their proposed project. The available budget for the opportunity is €8,000 to cover three components: fees, outcomes and materials.  Please note that while we are seeking expressions of interest from either one filmmaker or a group of filmmakers in the case that there is a sole applicant filmmaker, that party should budget for an assistant producer / supervisor to be present at all stages of the project during the engagement of young people.  Alternatively, the group proposed may be in a position to provide this support.

The project must realise a film initiative with young people (min 16 participants) in CountyWicklow.  The applicant filmmaker/s may propose where, when and how the project will take place.  It is up to the applicant to propose a group of youth with which to work.  This can be proposed in a school, community or youth setting.  Alternatively, the project could be proposed as a summer school initiative.

Applicants must propose an idea for a script / storyboard and then propose how they would collaborate with the young people to develop a short or short film series over the course of the project.

Wicklow County Arts Office and County Wicklow Film Commission are open to the many ways in which the filmmaker/s may select to work with the young people during the course of the residency in documentary, animation, fiction etc.   Through this application process we are asking applicants to complete the attached application form clearly outlining the following:

What they aim to achieve during the project

How they propose to work with young people, relative to their own practice

What amount of contact time is proposed weekly/for the duration of the project

Any outcomes envisaged

How documentation will be managed

Background: About the Previous Wicked Film Programmes

Wicklow County Council and County Wicklow Film Commission have had a long history of working with young people through film. Following two film residency initiatives, the WICKED Young Filmmakers Training Programme was established.  This model worked as a week long summer course where young people aged between 12 and 16 years learned how to write, direct, act shoot and edit a film and also produce animated shorts.  The following are you-tube links to samples of the shorts created in the last number of years.  http://www.pureproject.ie/what-we-do/pure-animation-movies/

What we would like to do in 2014, is to commission a project under this call which will give young people either, a film residency, project or summer school experience.  It is intended that the young people will learn first hand how to develop material for film, to participate in its creation (including acting if relevant i.e. not in the case of animation) and assist in the editing process.

On Selecting a Group

Participants must be within the age range of between 12 – 16 years.  A group can be made up of any combination of ages within that range (i.e. mixed age group or 13/14 year old group etc.)

Applicants may select to work with any of the following within Wicklow:

An arts organisation

An arts venue

A community group

A school (secondary)

A youth group

A youth project

Please note it is essential in the context of the application that you demonstrate that you have consulted with the group or organisation chosen and that the project is feasible in partnership with them.  A letter of support is also required from the group / organisation proposed in support of your application.
