MINUTES OF MAYO COUNTY COUNCIL SPECIAL MEETING HELD ON MONDAY, 21^st OCTOBER, 2002, AT 4.00 p.m.

ITEM NO. 1.

CONSIDERATION OF PROPOSED DRAFT DEVELOPMENT PLAN.
Mr. I. Douglas, Senior Planner, briefed the Meeting regarding the time scale proposed for the making of the Mayo County Development Plan, details of which were circulated to the Members with a Report dated 21^st October, 2002, from A/County Secretary.

Mr. J. Loftus, Dir. of Services, informed the Meeting that the proposed Draft Development Plan, already circulated, will be ready for formal ratification by the Members at County Council Meeting to be held on Monday, 4^thNovember, 2002.

Mr. Loftus also informed the Meeting that the text of the proposed Draft Development Plan, already circulated, requires minor changes resulting from new Information, Data, Corrections and Clarifications received since the proposed Draft Development Plan was circulated.

A detailed discussion took place on the proposed Draft Development Plan during which reference was made to the following:

Rural Housing Policy;

The Gas find on the North Mayo coast;

The issue of a blanket ban on Holiday Homes;

The need to protect rural Ireland;

Windfarms;

The provision of more affordable and Social Housing;

The need for balanced development;

Development in scenic areas;

The holding of Information Workshops in connection with the Draft Development Plan for the Elected Members;

Consistency in the Planning process;

Housing Strategy;

Waste Management / Landfill Sites;

Industrial promotion;

The strengthening of Gaeltacht areas in the County.

The Cathaoirleach and County Manager thanked all those who contributed to the debate.

Following the discussion, the proposed Draft Development Plan was noted and it was agreed that consideration of the proposed Draft Development Plan and the new Information, Data, Corrections and Clarifications would be continued at County Council Meeting to be held on Monday, 4^th November, 2002.
