MINUTES OF MAYO COUNTY COUNCIL MEETING HELD ON MONDAY, 28th APRIL, 2003, AT 4.00 p.m.

Resolved:-
"That "Standing Orders" be suspended in order to allow Captain Brendan Conwell, FCA, to address the Meeting".
Captain Conwell, in his Address, referred to the restructuring proposals which are to take place at the Military Barracks in Castlebar which would involve the reduction of FCA volunteer levels in the County by over 50%.
He said the planned volunteer reductions were part of a policy to centralise the Defence Forces throughout the County. It was intended to transfer most of the Castlebar Squadron to Galway while other FCA Branches around the County would be also severely affected by the cutbacks.
A number of Councillors spoke in favour of retaining the FCA volunteer numbers in the Military Barracks, Castlebar.
The Cathaoirleach, Cllrs. P. McHugh and P. Kilbane thanked Captain Conwell for his Presentation.
Cllr. J. Mee raised the issue of 85 members of Staff at the Department of Agriculture in Davitt House, Castlebar, who have been on strike for the past four weeks in a row over job promotions.

"That this Council calls on the Minister for Agriculture and Food, Mr. Joe Walsh, T.D., to immediately intervene in order to resolve the dispute between his Department and members of the C.P.S.U. employed at Davitt House, Castlebar".
A number of Councillors expressed their support for the Staff members from the Department of Agriculture in Davitt House.
The Cathaoirleach referred to the strict new Boat Safety Regulations
for fishing competitions which are being introduced by the Department of Communications, Marine and Natural Resources. He said if such Regulations were introduced, it would mean that Belmullet Sea Angling Club will have to withdraw from hosting the prestigious 2003 All-Ireland Master Championships.

6. Peter & Brenda McParland – Application for Planning Permission to
construct extension to and to retain minor alteration to existing
garage at Carrowkeeran, Murrisk.
The Council were informed of the up to date position on this
Planning application.
7. Padraig Frazer – Application for Planning Permission to construct
dwellinghouse and septic tank on enlarged site area at Roonkeel,
Killadoon.
The Council were informed of the up to date position on this
Planning application.
8. Rita Hamliton – Application for Planning Permission to restore/
rebuild existing thatched cottage which is now derelict and in ruins
and provide a septic tank unit and percolation area at Lettereeragh,
Leenane.

TO CONSIDER REPORT DATED 28th MARCH, 2003, IN ACCORDANCE WITH PART 8 OF THE LOCAL GOVERNMENT (PLANNING AND DEVELOPMENT) REGULATIONS, 2001, AND THE LOCAL GOVERNMENT ACT, 2001, IN RESPECT OF THE ERECTION OF 2 NO. DWELLING HOUSES AT LOUGH MASK ROAD, BALLINROBE.

ITEM NO. 6.
TO CONSIDER REPORT ON IMPLICATIONS OF AMENDMENT OF PART V OF THE PLANNING AND DEVELOPMENT ACT, 2000.
A discussion took place in relation to Senior Planner’s Report dated 22nd

April, 2003, on the implications of the amendment of Part V of the Local Government (Planning and Development) Act, 2000.
During the discussion, the Members of the Council expressed their views on various aspects of Part V.
It was suggested that the matter would be reviewed in six months time.
