MINUTES OF MAYO COUNTY COUNCIL MEETING HELD ON MONDAY, 10th MARCH, 2003, AT 4.00 p.m.

ITEM  NO.  3.

REVIEW OF TRAVELLER ACCOMMODATION PLAN.

 

Mr. P. Hynes, Dir. of Services, briefed the Members on the proposed amendments to the Traveller Accommodation Plan.

 

Following discussion, it was agreed that the Plan, with the proposed amendments, would go on public display for a period of two months.

 

ITEM  NO.  4.

TO APPROVE SPEED LIMITS FOR NON-NATIONAL ROADS.

 

Mr. J. Beirne, Dir. of Services / Co. Engineer, outlined details of proposed Speed Limits for National and Non-National Roads in the County.

 

Following a lengthy discussion, it was  -

Resolved:-

(a)       “That we hereby amend Speed Limits in respect of Non-National

            Roads in accordance with Schedule entitled “Non-National Roads

            Limit Review 2002/2003” from Dir. of Services / Co. Engineer, with

            accompanying Schedule of Maps, in accordance with Section 33 of

            the Road Traffic Act, 1994;

 

(b)       That we hereby propose the amendment of Speed Limits on National

            Roads subject to the sanction of the National Roads Authority”.

 

Mr. Beirne stated that there was no difficulty with the Non-National Roads but there were issues to be resolved with a number of the revisions of Speed Limits on National Roads.   He indicated that he would revert to the National Roads Authority on the problem locations.

A discussion took place regarding the criteria used by An Comhairle Leabharlanna to grant aid Libraries.

The Cathaoirleach read the contents of letter received from Sligo County Council in connection with a joint Meeting of representatives from Mayo County Council, Roscommon County Council and Sligo County Council in order to progesss the upgrading of Regional Road R294.

 

It was agreed that representatives from Mayo County Council would attend such a Meeting.

 

Mr. P. Hynes, Dir. of Services, updated the Members on the current position regarding the Glancre Teoranta Plant.

NOTICES  OF  MOTION.

(a)       “That this Council calls on the Mayo County Manager to outline in

            detail this Council’s position in regard to developers extending

            Sewerage Schemes, taking into account  -

            (a)       (i)         Government Policy;

                      (ii)          Extensions to be paid for by the developers.

            (b)       That the Manager would use as an example an extension from

                        Castlebar Sewerage Scheme to Breaffy Village”.

 

            Report dated 6th December, 2002, as circulated, was accepted by the

            Council.

 

(b)       “To ask the County Manager how many people availed of the Town

            Renewal Scheme in the five designated towns in County Mayo;  how

            many people applied to avail of this and how many applications were

            refused;  how many people used this particular scheme in each of

            the five towns of Newport, Belmullet, Claremorris, Foxford and

            Ballinrobe”.

 

            Report dated 6th March, 2003, as circulated, was accepted by the

            Council.

 

            A discussion took place on the Town Renewal Scheme.

            “That other Towns in the County be included in the Town Renewal

            Scheme”.

            “Calling on Mayo County Council to again ask the Minister for Agri-

            culture and Food to meet with the farmers in relation to the de-
