MEETING (SPECIAL) (DEVELOPMENT CONTRIBUTION SCHEME) HELD ON MONDAY, 23rd

Resolved:-
“That a Vote of congratulations of

ITEM NO. 1.
TO CONSIDER DRAFT MAYO DEVELOPMENT
CONTRIBUTION SCHEME (ALREADY CIRCULATED) AND COUNTY MANAGER’S REPORT DATED 3rd
FEBRUARY, 2004, (ALREADY CIRCULATED).
Mr. D. Mahon, County Manager, outlined
the information requested by, and subsequently circulated to, the members at
their meeting on 23rd February 2004.
Mr. I. Douglas, Senior Planner, presented details of the
draft Development Contribution Scheme,the Manager’s Report to the Members, and
the further information requested on 23rd February 2004 to the
members.
The Members discussed the Draft
Development Contribution Scheme and the Manager’s Report, current charges being
attached to grants of planning permission.
An amended scheme was presented to the members.
Again, the Members were concerned
that the charges proposed were excessive, particularly in relation to first
time buyers and extractive industry in the county. Concerns were raised about charges be made on a retrospective
basis. The members were concerned about
charges in rural areas where services were not available.
The time being 6.30 p.m.:
It was proposed by Cllr. M. Burke
that the meeting be for a short period to allow discussion outside the
chamber.
This proposal was seconded by Cllr.
P. Sweeney.
The meeting resumed at 7.15 p.m.
It was proposed by Cllr. P. Mc Hugh
that water charges of €1,000 and sewage charges of €1,500 should be made.
This proposal was seconded by Cllr.
A. McDonnell.
It was proposed by Cllr. P. Kilbane
that no charges should be levied on rural houses, and that the proposed road
deposit should be removed from the scheme.
This proposal was seconded by Cllr.
M. Burke.
Following discussion the scheme was
agreed.
