ITEM NO. 1.
TO CONSIDER DRAFT DEVELOPMENT CONTRIBUTION SCHEME AND COUNTY MANAGER’S REPORT THEREON.
ITEM NO. 2.
TO MAKE DEVELOPMENT CONTRIBUTION
SCHEME.
Mr. I. Douglas, Sen. Planner,
outlined details of the Draft Development Contribution Scheme and County
Manager’s Report thereon. He stated
that the following options are available to the Elected Members at this time:-
1. The
Council may, by Resolution, accept the Draft Development
Contribution
Scheme and make the Development Contribution
Scheme
accordingly;
2. The
Council may, by Resolution, vary or modify the Draft
Development
Contribution Scheme and make the Development
Contribution
Scheme accordingly;
3. The
Council may, by Resolution, decide not to make the Scheme.
Mr. D. Mahon, Co. Manager, referred
to the background which necessitated the Scheme and stated that monies
collected would be “ring fenced” and therefore could not be used for any
purposes other than those allowed for under the Scheme.

The Members discussed the Draft
Development Contribution Scheme and Manager’s Report thereon and requested
details of current charges being
attached to grants of Planning
Permission before making a decision to adopt any Development Contribution
Scheme. The Councillors stated that
they were concerned that the charges proposed were excessive, particularly in
relation to first time buyers and extractive industry in the County.

Resolved:-
“That the Meeting be adjourned until
Monday, 1st March, 2004, at
5.00 p.m.”.

“That the sympathy of the Council be
extended to the Mellett family, Castlebar, on the death of Mr. Joe Mellett,
former Assistant County Engineer with Mayo County Council”.

Resolved:-
“That the sympathy of the Council be
extended to the family of the late Fr. Micky Lally, Ballintubber, Claremorris”.
The County Manager, on his own
behalf and on behalf of the Staff, associated himself with the Votes of
Sympathy and Congratulations passed.
