It was agreed to deal with Item No. 7 and Notices of Motion (a) and (b), as listed on the Agenda, at this stage.

ITEM NO. 7.

CATHAOIRLEACH’S BUSINESS / ITEMS FOR CONSIDERATION AT SUBSEQUENT MEETINGS.

NOTICES OF MOTION.

(a) "To consider the Waste Permit that was granted to Glancre

Teoranta and to ask the Officer responsible for monitoring

compliance with the condition of the Permit to furnish an up

to date Report on the matter".

(b) "We the undersigned request that the County Manager investigate

as a matter of urgency breaches of conditions of Waste Permit

Licence PER 3 issued to Glancre Teoranta on 3rd December, 2001,

particularly conditions 5.14 (Odours), 5.20 (Plumes), and 8.5 (Times

of Delivery) details of which are attached hereto and take action

against the Licensee in the event of prima facie evidence of

breaches being found; to report back to the next meeting of the

Council in relation to same and to report generally to the next

meeting of the Council on the operation, monitoring and manage-

ment of the plant".

A detailed discussion took place in relation to Permit issued by Mayo County Council to Glancre Teoranta Plant at Geesala, Ballina, during

which reference was made to the following:-

TO CONSIDER REPORT DATED 24th JUNE, 2002, PURSUANT TO SECTION 2(8) OF THE CITY AND COUNTY MANAGEMENT (AMENDMENT) ACT, 1955, AND PART 10 OF THE LOCAL GOVERNMENT (PLANNING AND DEVELOPMENT) REGULATIONS, 1994, IN RESPECT OF ENHANCEMENT OF CORNMARKET, BALLINROBE.

Resolved:

"That we hereby adopt Report dated 24th June, 2002, as amended, following detailed discussions between the Elected Members from the Ballinrobe Electoral Area and the County Manager, pursuant to Section 2(7) of the City and County Management (Amendment) Act, 1955, and Part 10 of the Local Government (Planning and Development) Regulations, 1994, in respect of Enhancement of Cornmarket, Ballinrobe".

ITEM NO. 3.

TO CONSIDER REPORT DATED 9TH JULY, 2002, IN ACCORDANCE WITH PART 8 OF THE LOCAL GOVERNMENT (PLANNING AND DEVELOPMENT) REGULATIONS, 2001, AND THE LOCAL GOVERNMENT ACT, 2001, IN RESPECT OF REMEDIAL WORKS AT DERRINUMERA LANDFILL SITE – DEVELOPMENT OF BORROW PIT ADJACENT TO EXISTING SITE.

Resolved:

"That we hereby adopt Report dated 9th July, 2002, in accordance with Part 8 of the Local Government (Planning and Development) Regulations, 2001, and the Local Government Act, 2001, in respect of Remedial Works at Derrinumera Landfill Site – Development of Borrow Pit adjacent to existing Site".

The County Manager informed the Council that he would be arranging a visit for the Elected Members to Derrinumera Landfill Site early in September.

ITEM NO. 4.

TO APPROVE OF THE DISPOSAL OF 1 ACRE OF LAND AT SWINFORD INDUSTRIAL PARK, KILKELLY ROAD, SWINFORD, TO MR. EAMON RABBETTE, MONEEN, CASTLEBAR, IN ACCORDANCE WITH NOTICE DATED 18th JUNE, 2002, ALREADY CIRCULATED.

Following discussion, it was agreed that this Item be referred to a Meeting of the Swinford Electoral Area Committee for consideration.

ITEM NO. 5.

PROFESSIONAL ADVICE IN RELATION TO COUNTY DEVELOPMENT PLAN.

It was agreed to defer this Item to the September Meeting of the Council.

ITEM NO. 6.

TO CONSIDER REPORT DATED 18th JULY, 2002, IN ACCORDANCE WITH PART 8 OF THE LOCAL GOVERNMENT (PLANNING AND DEVELOPMENT) REGULATIONS, 2001, AND THE LOCAL GOVERNMENT ACT, 2001, IN RESPECT OF PROPOSAL FOR BLACKSOD PIER DEVELOPMENT.

"That we hereby adopt Report dated 18th July, 2002, in accordance with Part 8 of the Local Government (Planning and Development) Regulations, 2001, and the Local Government Act, 2001, in respect of proposal for Blacksod Pier Development".
