MINUTES OF MAYO COUNTY COUNCIL MEETING HELD ON MONDAY, 11th MARCH, 2002, AT 4.OO p.m.

The Leas Cathaoirleach, Cllr. R. Finn, was in the Chair.

TO APPROVE OF THE SALE OF HOUSE AT CROSSPATRICK, KILLALA, TO MICHAEL DUNLEA & GERALDINE KIRWIN, CROSSPATRICK, KILLALA, IN ACCORDANCE WITH NOTICE DATED 27TH FEBRUARY, 2002, ALREADY CIRCULATED.

"That the Council hereby approve of the Sale of House at Crosspatrick, Killala, to Michael Dunlea and Geraldine Kirwin, Crosspatrick, Killala, for Є50,789.52, in accordance with Section 183 of the Local Government Act, 2001 and Notice dated 27th February, 2002, already circulated."

ITEM NO. 3

PRESENTATION BY DUCHAS.

Mr. Pat Gilheaney, Duchas, made a Presentation to the Council in relation to the functions of Duchas.

A discussion ensued during which reference was made to the following:-

The method of determining Special Areas of Conservation was then outlined.

Mr. Gilheaney replied to various queries raised by the Councillors.

The Cathaoirleach and Deputy County Manager thanked Mr. Gilheaney for his Presentation.

ITEM NO. 4.

TO ACCEPT TERMS OF LETTER DATED 18TH FEBRUARY, 2002, RECEIVED FROM THE DEPARTMENT OF THE MARINE AND NATURAL RESOURCES IN RESPECT OF PURTEEN HARBOUR DEVELOPMENT - COST BENEFIT ANALYSIS.

Resolved:-

 

"That we hereby accept terms of Letter dated 8th February, 2002, received from the Department of the Marine and Natural Resources in respect of Purteen Harbour Development - Cost Benefit Analysis and that the appropriate contribution for this Project be paid by the Council."

ITEM NO. 5.

TO CONSIDER REPORT ON N60 CASTLEBAR/CLARMORRIS ROAD.

Cllr. A. Donnell declared his interest in this Item and withdrew from the Chamber.

Mr. J. Beirne, County Engineer / Director of Services, outlined the key elements of the Report on N60 Castlebar/Claremorris Road.

NOTICES OF MOTION

(a) "I request Mayo County Council to take over link road between L.P. 122 and L.T. 11214, Rathduff. Mr. George Bagnall resides on this road along with others. This Road at present is in good condition - Ballina area."

Report from Mr. N. Burke, Senior Engineer, dated 3rd October, 2002, as circulated, was accepted by the Council.

  1. "I request Mayo County Council to take over road linked to LT 13172 Lisaniska. Length of road 100 yds. approx. Mrs. Nora Brogan resides on this road along with others - Swinford area. Also take over road opposite LT 13183 Knockmore. Length of road 200 yds. approx. Mr. Margin Breslin resides on this road along with others - Swinford area.
  2. Report from Mr. N. Burke, Senior Engineer, dated 6th March, 2002, as circulated, was accepted by the Council.

  3. "Calling on Mayo County Council to provide a footpath from O'Donnell's house in Carnfowler, Belmullet, to Brogan's Eurospar Shop."
  4. Report from Mr. P. Hynes, Dir. of Services, dated 11th March, 2002, as circulated, was accepted by the Council.

  5. "To hear an up to date Report on the provision of a Sewerage Scheme for the Town of Belmullet and its environs. Also to state the reasons why this Scheme was not included on the Priority List forwarded to the Department of the Environment, having regard to the population and pollution which exists in the area."
  6. This Notice of Motion was not moved.

  7. "To hear an up to date Report on the provision of new Local Authority Offices to service the Belmullet Engineering & Electoral Area."

  9. "Calling on Mayo County Council to allow for children in 3rd level education to be included as family members when calculating rent for Local Authority Housing; these children are home most weekends and all summer, Easter, Christmas holidays, etc."

(h) "That Mayo County Council and the Planning Authority of this Council adopt a policy of granting Planning Permission for both private and Local Authority small Estates inside one mile from our small Town boundaries."

  4. acquisition of lands for the widening of dangerous bend at Brookhill, Claremorris, and on the state of funding for same."

    The Leas Cathaoirleach stated that this matter had been dealt with at the

    Claremorris Area Meeting.

  5. "In view of Castlebar Sewerage Treatment Works being selected for a Public Private Partnership, that the Mayo County Manager outlines in detail the implications for Mayo County Council versus direct funding from the Dept. of the Environment".
