  • Straitéis Mhaoinithe Bord Iascaigh Mhara | BIM Funding Strategy

(english version below)

Faoi láthair tá straitéis dá ullmhú le haghaidh ceantracha ar feadh chósta Mhaigh Eo agus Sligeach chun

tosaíochtaí i dtaobh maoiniú a aimsiú sa ceantracha seo. Beidh sé cosúil le straitéis LEADER ach go mbeidh
béim speisialta ar na pobail iascaireachta agus ar imeachtaí a fhorbraíonn agus a dhéanann ceiliúradh ar
acmhainní mara.

Clúdaíonn an straitéis reatha an tréimhse 2013-2015 amháin agus níl ach buiséad teoranta le fáil don réigiún.
Táthar ag siúl, áfach, go mbeidh buiséad agus tacaíocht níos substaintiúla le fáil sna cláranna maoinithe amach
anseo. Beidh sé tabhachtach luach an chláir reatha a thaispeáint, agus a bheith inann a chruthú go gcuidíonn sé
le pobail iascaireachta ach go háirithe, agus go gcuireann sé le luach chláranna eile cosúil leis an gClár
Forbartha Pobail.

I 2013 beidh BIM ag iarraidh moltaí faoin gclár, i gcomhtheacs na straitéise atá dá ullmhú. D’fhéadfadh leis an
gclár maoiniú a chur ar fáil faoi na cinnteidil seo a leanas:-

  • Forbairt ar bhonneagar iascaireachta agus turasóireachta ar scála beag, mar shampla, feabhsú áiseanna céibhe, athchóiriú ar stóranna leac oighir le feidhmiú mar oifigí turasóireachta, siopaí caife srl.
  • Malartú scileanna, mar shampla, traenáil agus foghlaim scileanna nua (b’féidir i gcás iar-iascairí)
  • Slite bheatha nua a fhorbhairt, mar shampla, turasóireacht mara
  • Bia na mara a chur chun cinn tré, mar shampla, féiltí bia mara, comórtais sna scoileanna arl.
  • Ag cur breis luach ar an iascaireacht, mar shampla, tacú le forbairt táirgí mara, brandáil réigiúnach a fhorbairt srl.

Tugtar cuireadh do na pobail agus daoine aonaracha a bhfuil cónaí orthu lastigh de 10 km. ón gcósta, agus a
bhfuil ceangal acu le slí bheatha na hiascaireachta, moltaí a chur isteach agus a gcuid tuairimí agus smaointí a
nochtadh.

A strategy is being prepared for the coastal areas of Mayo and Sligo which will identify priorities for spend
in these areas. It will be similar to a LEADER strategy, except with a very specific focus on fishing
communities and activities that celebrate and build linkages to the sea and marine resources.

The current strategy is solely for the period 2013-2015 with a very modest budget allocated for the region. It
is likely, however, that more substantial support will be forthcoming in future programmes and it will be
important to demonstrate the value of this initiative and to prove it can target fishing communities in a very
specific way, as well as add value and complement other initiatives such as the Rural Development Programme.

In 2013 BIM will make calls for proposals under the programme, in accordance with the strategy that has
been prepared. The programme could fund projects under the following headings:-

  • Small fisheries and tourism infrastructure development, for example, improvements to port facilities such as, converting old ice plants/stores into tourist amenities, coffee shops etc.
  • Skills transfer, for example, training and up-skilling (perhaps to crewmen of vessels which have ceased fishing)
  • Diversification, for example, developing Marine Tourism
  • Promoting the consumption of seafood, for example, organizing seafood festivals, schools
  • competitions etc.Adding value to fisheries, for example, supporting the development of artisan products, establishing
  • regional branding etc.

Communities and individuals living within 10 kilometres of the coast, who have a connection with the coastal
and fishing livelihood, are invited to make submissions and express their views and ideas.

The Arts Council announces Round 1 of the 2014 Festivals and Events Scheme (FES). The Council recognises the distinctive role arts festivals play in sustaining a vibrant arts profile at a local level.  Festivals provide opportunities for audiences and artists to experience new work and ways of making work. The Council acknowledges the valuable contribution made by voluntary committees in developing these festivals.

The Festivals and Events Scheme will be open to multi-disciplinary festivals, single art form festivals, once-off events and concert series.

There are three stands of funding available:

Strand 1:  Up to €10,000

Strand 2:  Between €10,001 and €20,000

Strand 3:  Between €20,001 and €40,000

The Festivals and Events Scheme is open to all organisations that promote festivals or events with a clear artistic purpose that will take place in the first half of the calendar year 2014. (Organisations applying for a series of events should apply for their full calendar year of events as one application can only be submitted per calendar year).

All first time applicants and applicants who have not been funded previously under the Festivals and Events Scheme must apply to Strand 1 only. Festivals previously funded by the Arts Council under the Small Festival Scheme are advised to apply to either Strand 1 or Strand 2, subject to the level of funding most recently received (excluding EU Presidency Funding). Strand 3 is intended to accommodate a small number of festivals, previously funded on a recurring basis under the Annual Programming Grant funding stream, but now being invited to apply under FES on a non-recurring basis. Organisations wishing to apply to this strand are advised to contact the Head of Festivals, Una McCarthy, directly. The Festivals and Events Scheme is a non-recurring competitive scheme, assessed by a peer panel.

The closing date for Round 1 is 19 September 2013. Applications to Round 2 should be for festivals taking place between July - December 2014 (closing date in Spring 2014 tbc).

All applications are assessed in a competitive context and within available resources.  Applications are assessed against the following criteria:
